Costa Rica, Mexico, Portugal and Türkiye saw the biggest declines, with at least 10 percentage points more 25-34 year-olds attaining secondary education during that period. The share of 18-24 year-olds not in employment, education or training fell from 16{f8f2f6c3978be4280dba4728e3685952f3615a1d089d426e0671ec3cc6712d50} to 14{f8f2f6c3978be4280dba4728e3685952f3615a1d089d426e0671ec3cc6712d50} between 2016 and 2023 on average across the OECD, with substantial declines in Italy, Mexico, Croatia and Poland.
